What can be the reason if someone is "not working"? Actually we are not sure whether working or not. Because it is just not visible... But so much not visible that noone can see. And of course people are making assumptions. So that one gets into a negative light. And this can be dangerous if the one is supposed to lead those people.Makes the impression that the one is lazy... or demotivated. Or just simply not communicating, not coming to events,... so what is the reason?? And what is happening really?

Whenever you are not sure about somebody's commitment and progressing with the task, ask it directly from that person. Public debate about whether somebody is working or not won't do any good.
People should know that it is okay to say that I can't finish this or that I need help. Hiding the problem will only lead to clash when the true state reveals.
